The streets of the ancient city are cobbled, and there are steps to enter it. Elsewhere the ground is uneven, so I would not consider this disabled friendly.

If you go to the main bus station in Kemerovo which is by the clock tower you can get on the number 8 bus. Sometimes the buses do not have numbers so look for the place name of Phasilis on the front of the bus. Cost is about 7 lira for two people each way. The entry fee is 20 lira each. There is a bit of a walk from the entrance down to the site. Lovely little bays so you could take a picnic and go for a swim. Take shoes that can go in the water as beach is pebbles but water is beautifully clean. Hope you enjoy your visit we did.
Can ruins be reached by rental car and is it well sign posted? Can one go between the ruins and the funicular nearby to go up to mountain on same day? Would it be better to check into a hotel and uses their transportation to go to the 2 sites? . Does anyone know of a car rental company that would allow rental in Antalya and drop off in Kas?

We were staying at a hotel about 10 minutes from Phaselis and our local bus went there but if you are staying in or near the town of Kemer you can easily get a bus. Phaselis is written on the front so you know it will go there. Well worth doing, especially earlier in the day before it gets too hot. It is about a 1km walk down from the road after you get off the bus. On our return, there was a local taxi in the car park and we jumped in that for our return journey.
