Well you cannot book online. But you really donot need to book as ganga aarti is conducted on ganga river ghat which are huge and spacious. Best way to watch it is to go a bit early and sit there. Or go to opposite side and sit there. Ganga aarti is all about the atmosphere there and you can enjoy it by sitting there.

Haridwar is enjoyable many things to see. Some temples are good but be careful from those Pandyas and Pandits. At many places / temples people do not observe line discipline but it appears to be the culture of this country unfortunately. If you can tolerate such things Haridwar has beautiful places to visit.
