I was there on June 5th, 2022, and they were still planting more flowers. The place was lovely, but some areas were yet to be planted. I don't know about April.
There are tables and chairs setup under shaded patio near the main entrance where one could sit and eat, but, having a full picnic would not be practical because of the limited space.
