It is very easy to get from the High Line Tour to the SoHo, Little Italy, Chinatown tour. The quickest and easiest way would be to take the subway. Get on the Downtown E or C train at 14th Street and 8th Avenue, take it to Spring Street. Once you exit the station the meeting point will be right there. Should take about 15 minutes. You could also take a cab, just tell the driver to take you to the intersection of 6th Avenue and Spring Street. That will take about 20 minutes depending on the traffic. Finally, walking is an option, but I would leave a good 30 minutes to get there, which means you would have to leave immediately once the first tour ends and would arrive just on time for the second tour to begin. So I would avoid walking if possible.
What time does this tour start and what is the pickup point?

Mine was Broad street. After you purchase your ticket you get the exact time and location. If it’s broad st, I recommend taking the subway to avoid the morning traffic
