The Tema Oil Refinery (TOR) is one of two crude oil refineries in Ghana. The refinery is in Tema, the most industrialized city in Ghana. It is 24 kilometres (15 mi) from Accra, the capital of Ghana.

The $16 million project is scheduled to start later this year, pending approval from the Colorado Department of Public Health and Environment.
