2022年6月20日 · You don't have to if I'm not wrong. It's tough to explain, but goad requires you to attack a player, part of that requires the player being a legal attack. Propaganda makes you an illegal attack to any creature unless that creature's controller chooses to pay 2. A goaded creature can't force you to make the attack legal.
